What is LEAP about?
The Leadership for Energy Action and Planning (LEAP) project was developed in response to the urgent need to break down the barriers hindering progress towards achieving European energy policy objectives, which seek to achieve safe, secure, sustainable and affordable energy for all, whist enhancing the competitiveness of European industry, tackling climate change, and creating sustainable jobs. A coordinated effort at all levels is needed if the European Union's challenging energy and climate targets for 2020 are to be achieved.
The LEAP project focuses on the key role of local authorities in meeting these targets through the delivery of effective local energy leadership. It translates the Covenant of Mayors' high-level European structure down to real, manageable and supported actions within nine local authorities across seven countries - Germany, Croatia, Slovenia, United Kingdom, Ireland, Lithuania and Bulgaria.
The project bridges the gap between essential bottom-up localised action and the EU energy agenda by institutionalising sustainable energy policy into the operations and practices of municipalities. The focus is on generating the necessary political will, vision and leadership, as well as the administrative capacity, for LEAP partners to act as effective energy leaders in their communities, and to act as catalysts for local business opportunities towards a low carbon economy
